An initial step is determining the goal in the pond or stream project.  Aspects include riparian habitat, associated water rights, planned beneficial uses, erosion aspects, infiltration losses, required diversions.  Fisheries have significant design and permitting requirements to provide adequate habitat, fish stocking licensure, obtaining an associated water right, and protection of native fish populations.  Diversion design for surface water streams or ponds have to account for existing water demands downstream on the source, not impeding an existing fishery stream, and ease of maintenance/function.
